The HP 700/71 terminal was introduced in August, 1987 as part of the initial announcement of the 700 series terminals. The price was $695, reportedly 46% less than the IBM 3190. It could be ordered with either a 122 key keyboard (option 500) or a 102 key layout (option 501) for the same price. Both keyboards had 24 function keys.
They appear to be extremely rare.
